our annual 2013 North Carolina Checker Association Business Meeting - Date:

Call to
order:
A regular
annual business meeting of the North Carolina Checker Association was held at
Libby Hill Seafood Restaurant on 3011 Randleman Rd, Greensboro, NC 27406 on May
17, 2013. The meeting convened at 9:00am, President Teal Stanley called the
meeting to order. The yearly meeting was before the
2013 State Tournament
which was also scheduled at Libby Hill Seafood Restaurant on Randleman Rd,
Greensboro, NC.
In the
9:00AM business meeting Teal Stanley, NCCA President, presided over the meeting
and opened by warmly welcoming 16 players, 12 North Carolina players and 4 out
of state players to the 123rd Annual North Carolina State Open
Checker Tournament. The four out of state players were Matthew Clark from SC,
Neil Wenberg from PA, Ted Williamson from WV, and Buck Smith from Virginia.
Teal asked
our ACF District IV Manager, Larry Michael, to give the invocation before we
began our business meeting and annual state tournament.
Chairman
Stanley asked for NCCA Secretary JR Smith to read
last year's 2012 minutes
(preprinted for approval) and approved as read. Minutes were approved as
presented.

Smith
announced that the Greensboro News-Record announced the tournament and it was
reported in N-R SCENE gotriad Calendar. WXII – Piedmont Triad’s
Channel 12 TV Station would be doing a video clip on the tournament Friday
afternoon.

announced: This year... The 123rd Annual 2013 North Carolina Open
Checker Tournament as held on Friday and Saturday, May 17th & 18th
2013 was in honor and named
"Bill
Stanley Tournament Honoree"
We have
recognize Mr. Bill Stanley as our "State Tournament Honoree" for his
life-time support of checkers and many years attending tournaments. He was
also the oldest player at age 90 with his 91st birthday on July 22nd.
NCCA
Financial Report:
JR Smith, acting NCCA Treasurer, reported on the financial status of the
security accounts, saying the RBC balance was $15,435.42 as of 4/30/2013, and
the Edward Jones account was $14,272.14 as of 3/30/2013 for the combined total
of $29,707.56 before the $1,500 withdrawal. This $1,500 withdrawal +
Contributions from Bill & Teal Stanley of $60.00, $50.00 from John
Webster, and $10.00 from Ted Williamson, + $140.00 from entry fees made a
Total Prize Fund of $1,760.00. Smith stated the fund accounts were in pretty
good shape considering the market was up and we were in mutual funds,
corporate bond funds, and ETFs that offered safety but good dividends, which
is much higher than we would be getting from CDs. The shares' value might
fluctuate a little with the market but we are not concentrating as much on
growth but after safety and yield. These dividend yields are reinvested
except for our annual State Tournament prize fund withdrawal. Smith also had
printed statements of
NCCA fund accounts
for anyone who wanted a copy. He also said our 2012 Federal Tax Return (990)
would be filed shortly after our annual meeting. Two other reports were
available: a list of withdrawals
and yearly history of the fund accounts.
New Business:
New
Business:
A motion was made, seconded, and carried to add “Billy McClintock Memorial” to
the "Greensboro Open" in honor of Billy who organized and directed this
tournament from the mid-1990s until 2009. His last tournaments were at his
home and included Mrs. Frances McClintock's wonderful home cooked dinners.
Before Billy, Howard Amos was the Greensboro Tournament organizer. This would
be a fitting remembrance to honor Bill by renaming the tournament for him.
Also
Under New Business JR Smith will made a motion to nominate Mike Ross as
Treasurer to replace our deceased Treasurer, Bill McClintock, seconded by
Larry Michael, vote carried unanimously, we elected Mike Ross as our new
Treasurer. We continue the services of Teal Stanley as President, Jeff Webster
as Vice-President, and JR Smith as Secretary.
We voted
to add JR Smith, and the new Treasurer to both our security accounts along
with Teal Stanley & Vice-President, Jeff Webster (Quadruple signatures on
Edward Jones and RBC business account forms), also address change and new
Corporate Resolutions be filed to show NCCA at 3007 Robin Hood Drive,
Greensboro, NC 27408-2618 and the P.O. Box 39594, Greensboro, NC 27438 as
mailing address. The Patriot Act requires a physical address on all PO Box
addresses & business accounts. The monthly statements for both accounts are
currently coming to Bill McClintock, 3741 Williams Dairy Rd. Greensboro, NC
27406-7914, will now come to the PO Box.
A
motion was made, seconded, and carried to amend the by-laws: These topics were
discussed, a motion made, seconded, and carried to amend all sections under # 2, # 6, # 10 (NCCA
Bylaws-Amendments)
Teal mentions we should talk up checkers and recruit younger players to visit our
club and play in our tournaments. We had a bag of "Let’s Play Checkers"
buttons to pass out to players so they can wear them on their shirt
& hats. These
ACF, NCCA, and MO logo buttons should increase awareness and might initiate a conversation about our
wonderful mind sport game. John Webster offered some good ideas on improving
attendance. He also questioned the fact that too many tournaments could be
hurting our State Tournament attendance?
JR Smith stated that, “Next year we will try to have our 2014 State Tournament in
Eastern North Carolina on May 17th and 18th 2014. This
tournament will be named the “Bill McClintock Memorial State Tournament” in
honor of our past treasurer.”

These 16 players were present at the business meeting: John Webster, Teal
Stanley, Tim Laverty, Bobby Gerringer, Jeff Webster, Raleigh Johnson, Grover
Minor, Mike Ross, JR Smith, Bill Stanley, James Martin, and Larry Michael were
the 12 NC State players; Matthew Clark, Ted Williamson, Buck Smith, and Neil
Wenberg, were the 4 out of state players. Of those above 16, Ten are NCCA
Life-Time Members, who were: John Webster, Teal Stanley, Tim Laverty, Jeff
Webster, Raleigh Johnson, JR Smith, Bill Stanley, James Martin, Bobby
Gerringer, and Larry Michal.
Receiving
communications:
JR Smith,
NCCA Secretary reported on behalf of Treasurer that the rules changed December
31, 2006 called “Pensions and Protections Act 2006” which states that all Tax
Exempt Organizations must now file a Federal Tax Return; Exception:
Churches and Faith based organizations. Charities & Other
Non-Profits entities fact Automatic Revocation of Exemption if they haven’t
filed in the past 3 years. NCCA is current on filing their required 990 tax
return.

website under Minutes Book, also available in the NCCA’s Official
Records notebook or distributed copy to members before this meeting, thus
the May 18th, 2012 Minutes were not necessary to be read but approved
by presiding officer, Teal Stanley as read, printed, or available. 2012 minutes
were approved at the annual NCCA Business Meeting on May 17th

[How
should we play this State Tournament?]
Because
of low attendance we reduced the playing field to one group and set the entry
fee at $20.00 for a single "A" Class Division. We voted to play a Single Swiss
Division with a Masters and a Majors bracket, to distinguish Master and Major
State Champions and determine prize money by paying through both class
brackets. Trophies award to each class. We will re-pair opponents only in the
last round when necessary, and possibility a third re-pair in the top
positions. We also voted that a 3 point bye would be awarded to the lowest
opponent; thereafter, to the lowest opponent as 2 points if multiple byes, and 4
points for a forfeit. We will played two 1. 25 hour games per round, or eight
2.5 hour round tournament, starting at 10AM on Friday and 8:00AM on Saturday
and finishing by 5:30PM Saturday evening. If the game is not completed on time,
then a move per minute for 10 minutes. If the move per minute does not create a
decision, then the referee will make a decision for the results. Either
opponent may request referee to conclude 1st game on time after an
hour, so 2nd game will start on time.
